This is basically what the name says it is, a Communications Network.

Anyone can read your communications UNLESS one of the following.

-Its Stated (Encrypted) in the Title
-Its Stated (Secure Channel) in the Title
-Its Stated (Secret Channel) in the Title
-Ect.

Also, if it is not encrypted, any information you put can and will be used against you by your enemies.
